Gouvernementalité Algorithmique (Algorithmic Governmentality)

Ce projet intitulé “gouvernementalité algorithmique” entend analyser les conséquences sur le terrain normatif de l’évolution des pratiques statistiques. Notre démarche, nourrie de manière interdisciplinaire (philosophie, statistique, droit, sciences sociales) est essentiellement analytique: au plus loin d’une posture dénonciatrice, et dans le respect de la matérialité des processus statistiques, techniques et normatifs, il s’agit de comprendre ce qui change actuellement sur le terrain des pratiques statistiques, ce qu’induit l’omniprésence de celles-ci, en quoi elles sont constitutives de la gouvernementalité contemporaine, ce qu’elles entraînent comme changements dans la nature même de la normativité et dans la manière par laquelle les êtres sont normés, et ce en particulier en observant à la fois l’éloignement qu’elles dessinent par rapport à la normativité juridique et les déplacements qui en résultent quant aux possibilités de subjectivation.

 

Informed by the history of science, political philosophy, and the philosophy of law, our inquiry into «algorithmic governmentality» seeks to analyze changes in normativity resulting from the continuous digitization of “the real” and from the specific statistical processing of data (decisional statistics). In order to understand these changes, we will combine three deeply interdependent approaches : a first anchored in the “theory of statistics and probability,” part of a global inquiry into transformations in the idea of risk and the contemporary logic of precaution (D. Deprins); another two approaches combining the philosophy of law (A.Rouvroy) and political philosophy (T. Berns), which allow us to identify and understand, from the combination of perspectives, the specificities of algorithmic governmentality. We will compare this form of governmentality to “government by the law” – where the legal system appears as the typical mode of government from which public space and the public sphere are theorized (T.Berns) – as well as to various articulations between legal, technological and social normativity (A. Rouvroy).
